Harmonization of Development Application Forms

 

Introduction

This project was designed to reduce the multiplicity of local government application forms, harmonize development review procedures and create a positive environment for future voluntary coordination and standardization of regulatory bylaws in the Capital Regional District.
 

Background

The District of Saanich coordinated this project with the member municipalities of the region, the Regional District, the Urban Development Institute, the Canadian Home Builders Association (Victoria), and the Ministry of Community Services.
 

The thirteen local governments in the Capital Regional District have their own bylaws, process and forms for development applications. These different requirements have been identified as an obstacle to designing, constructing and developing affordable housing in the region, as there are additional costs to developers in dealing with the different municipalities.
 

Through joint funding, a consultant was hired in July 2003. The consultant reviewed existing procedures and conducted a workshop with the partners in November 2003. Based on the input received, a Best Practices Manual for Harmonized Application Forms (757 KB) was drafted and completed in February 2004.
 

The standardized forms are organized by application types common to all local government planning departments. They are provided here as Word documents. All applications, regardless of type, have a common Part 1 (47 KB), which requires details of the property and the people submitting the application. Conclusion

Use of the Best Practices Manual for Harmonized Application Forms (757 KB) by the local governments involved is voluntary; however efforts will be made by municipal staff to incorporate the new forms in as many municipalities as possible.
