GVRD Livable Centres Program - Promoting Employment in Accessible Locations

 

Introduction

An objective of the Greater Vancouver Regional District’s Livable Region Strategic Plan is to encourage the creation of a compact, livable metropolitan region, with a core and eight regional town centres (RTCs). The plan supports the public's desire for regional town centres with a wider range of opportunities for day-to-day life. This would result in more jobs closer to where people live, with accessible transit, shops and services, and a wider choice of housing types.
 

Background

In 2003, the Greater Vancouver Regional District partnered with the Ministry of Community Services to explore ways of encouraging business/office development in regional town centres.
 

The Regional Town Centres and Office Development: Promoting Employment in Accessible Locations report identifies:

  • recent successful office development that has occurred in RTCs;
  • the conditions that made the investment favourable;
  • strategies that encourage office investment in RTCs; and
  • the kind of office development and employers that centres should be seeking to attract.

The report reviews four case studies of recent office developments that were successfully completed in RTCs and the key lessons learned by local governments, including the need for:

  • a proactive approach to attract and encourage new office development;
  • flexible and accommodating municipal planning;
  • recognition of the need to leverage amenities within the RTC; and
  • innovative thinking on projects.
